    Background: There exist a general relation between the healthof mother and child and midwives roles. Midwives havesignificant roles such as health provider, disseminator ofinformation, conductor and counsellor of mother and childhealthy. In Tasikmalaya city, the health of mother and child is animportant matter considering the death rate amongst motherand child in the city is still high in year 2005 and 2006.Purpose: This study is designed to observe the linkagebetween Quality Work Life (QWL) and Antenatal Care (ANC)implementation of midwifery in Tasikmalaya by the year 2007.Method: A descriptive analysis through cross sectional wasused in this study. Population target were all of midwifery in 14health service centers in Tasikmalaya city with the samplewere all of population target (53 persons). All of the data wereanalyzed by quantitative and qualitative approach betweenQWL and ANC operational. It is also associated with the increaseof target program as the outcome.Result: Productivities of the midwifery in health service centerswith good planning process, mobilization of implementationprogram, and controlling evaluation were established in 7 healthservice centers. Eight health service centers possess a goodQWL and however, there still exist 6 health service centerswith bad QWL in KIA unit. Three from nine components of QWLhave significant relations with ANC operational of midwifery.They are equity of reward, safety work environment, andproud feeling with the institution.Conclusion: Quality Work Life (QWL) of the midwifery inTasikmalaya city was not wholly supported the escalation ofmidwives productivity yet.Keywords: midwife, ANC, QW

    A policy can be manifested in statement, action, regulation,and law as decision result about how to implement something.Policy decision in health sector is a related system of thesurrounding condition such social factors, politic, economy,history, and other factor that influenced. There is a circuit ofcomponent, process, resources allocation, actor, and authoritythat play role in policy-making. Therefore the result policy issuch a product of elite interaction in every detail of that policymakingincluding attraction of interests between the actors,authority interaction, resources allocation, and bargainingposition on involved elites. Policy-making system cannot avoidfrom individual or certain group effort which endeavor toinfluence the decision makers so as to cause a policy morebenefited for their side.     Background: To anticipate the medicine price hikes, theIndonesian Ministry of Health (MoH), representating thegoverment of Indonesia, through the decree of Permenkes RIno. 085/Menkes/Per/I/1989 regarding the obligation to writethe medical prescription and the USAge of generic medicine inall goverment health care units. This generic medicinesocialization should be supported by all public components, asthis program seems to encountered a big hurdle which can beseen from the social and economic aspects.Purposes: This study is designed to explore the descriptionand factors related to the implementation of generic medicineprescription policy at the Cilegon District Hospital in the year of 2007.Method: The study used quantitative and qualitative methodwith primary data which collected directly by in-depth interviewfrom the informants, and the secondary data which weregathered from documents exploration by collecting 379 genericmedicine prescription papers from the out-patient clients.Result: Qualitatively, the study showed that generally theimplementation of Permenkes RI No. 085/Menkes/Per/I/1989 hasnot performed as it should be. The average percentage of thegeneric medicine utilization by out-patient clients in Cilegondistrict hospital is only 52%. This result qualitatively showedthat the Director of the Hospital, the Pharmacy and TherapyCommittee, and the Pharmacy Installation have not performedas well as what is stated on the Permenkes RI No. 085/Menkes/Per/I/1989.Conclusion: There exist a requirement on increasing thegeneric medicine socialization that involved the medicalpractitioners and the community, a method that regulate theimplementation of the policy which can be evaluated andrevised, supervision toward the implementation, and also theapplication of reward and punishment mechanism

    Background: Reformations journey made the Indonesiangovernment system changed from centralistic to decentralist.Those were pushed health programs handling changed too.Unfortunately, the majority of health sector reformation focusedfor finance aspect and organization structure only and forgetedhuman resources which is the key of sources and a leadershipability. Therefore, Decentralization Unit of The Department ofHealth anticipated transition with created learning organizationthrough Strategic Leadership and Learning Organizationtrainings (SLLO). Those studies have been started on January2004 in The Faculty of Public Health, The University of Indonesia,with experiment area is Cianjur and control area is Bogor.Methods: Methods research is action research and usingquasi-experiment, pre and post test design for control. Thecontrols characteristic is unequal.Result: Generally, individual changes have been occurred ashave a desire and care to discuss and action together in theirproblem (RCA about IPM). Institutional changes have beenoccurred as created locals policy and work climate better.Conclusion: Preferable SLLO have been implemented thetop leader before others to set an example for and reward forthe staff that is implemented SLLO better than others.Keywords: Strategic Leadership and Learning Organization(SLLO), individual changes, and institutional change

    Unmet need for family planning in Indonesia and the policy strategy of intervention in several countries

    The aims of this paper are to analyse the unmet need situation in Indonesia, identify determining factors and the intervention policy strategy in several countries. This paper was a literature study, taken from the data of the 2012 Indonesian Demographic and Health Survey (IDHS) and various other sources. It is seen that unmet need level in Indonesia decreases from time to time. During the 1991 to 2012 IDHS, total unmet need decreased from 17% to 11% (4.5% for spacing and 6.9% for limiting). However, the number is considered still quiet high so an effort to solve it is needed. Determinants of unmet need can be associated with various factors such as demographical characteristic and social economic, education, culture, geographical access and condition in the area. Recommended to the government in order to develop policy strategy focused on intervention of unmet need determinants, improve financial resource allocation for access improvement of contraception service and develop capacity, improve service quality including staff training, and also public education in big scale to decrease social barriers

    Analysis Implementation of COVID-19 Prevention Policy for Disability in Social Institution (Case Study: Jakarta Capital City)

    One of the most vulnerable groups in the current COVID-19 pandemic situation is people with disabilities. People with disabilities generally have more health care needs, both standard needs and needs related to the disorders/limitations they have. As part of human beings and citizens of Indonesia, constitutionally persons with disabilities have the same rights and position before the law and government. This study aims to analyze the implementation of COVID-19 prevention policies at the social institutions for disability in Jakarta Capital City, provide information about the implementation, find out the obstacles, and recommend policymakers in the prevention of COVID-19 in social institutions with disabilities. This study used an exploratory study design with a rapid assessment survey approach, uses a secondary data analysis method which is supported by interviewing stakeholders at the Social Institutions in Jakarta Capital City that handle disabilities. The results of this study conclude that the overall implementation has been going well. The socialization and coordination process related to the COVID-19 prevention policy at the Social Institution for Disabilities in Jakarta Capital City has gone well among fellow officers but has communication barriers with residents.One of the most vulnerable groups in the current COVID-19 pandemic situation is people with disabilities.
